Born in the Republic of Burundi, a country that has endured many violent civil wars since declaring its independence in 1962. On April 29, 1972, the government killed more than two hundred thousand people from the majority ethnic group in just a few days, and then buried them in mass graves. The persecution forced thousands upon thousands of people into exile. Later, in October 1993, our people witnessed the killing of the first democratically elected president, along with members of his government and members of the parliament, as well as many educated people. The turmoil left our country with many orphans, widows, and refugees-and many rebels who wanted to fight against the oppression. During this unrest, I tried to join the rebellion in order to restore the beheaded democracy and establish a state of law. During my time as a rebel leader, I made it a routine to pray with different groups of people in our ranks. What I heard during these times of prayer, though, confused me. On several occasions, people prophesied that I had no place in armed groups because, "God did not choose you to be a killer, but a healer." However, my desire to be a deliverer of my people through physical struggle felt so intense inside of me that I could not understand how God would not want me to be an officer of the new army, or even a general of the National Army that would protect the people and restore lasting democracy in my broken country. In hindsight, I now understand that this desire was unfortunately only human passion, not from the heart of God. So I resisted God's plan and ignored more than one clear call to resign from the newfangled military force. Eventually, I even began to believe that those people who prophesied must have had ulterior motives for the words they spoke over me. I felt even more strongly about this after I also heard that three officers were spreading rumors I was a spy, a traitor, and an unreliable leader. I simply thought they were jealous and wanted my place, but time proved that the invisible hand of God had another plan for me. One evening in 1994, a group of killers kidnapped me and took me to one of the places where they slaughtered their victims. In that dark place, though, a spirit of confusion and unjustified panic came upon them, and they started to harm each other. I never even had the opportunity to try to fight them, and I don't really know everything that happened in the darkness that night. I do remember one man taking my hand in the midst of the chaos and leading me away to a secure place. I soon discovered that I had only sustained a few small scratches on my right thumb and right hip-truly a miracle, although I did not think much of it at the time, as I was just thankful to escape death. This incident did not discourage me from pursuing my goals in the rebellion. So focused was I on my life in the rebel military that I didn't even acknowledge God's hand at work in protecting me from sure death. But then one day, God finally got my attention. I was returning from a visit to one of our groups of combatants. Along the way, I fell into an ambush laid by the state army. They captured me and officially arrested me on December 14, 1994, on thirteen different criminal counts, including high treason. My time as a soldier had come to an end. But the story God had in mind for my life had just begun. You will find by reading this book what happened. On one hand, this book will take you into a therapeutic session of a sad, stressful and tragic event; and bring you back to hope, trust and edification to face every day life challengers. This book starts from the proposition that the field of intelligence lacks any systematic ethical review, and then develops a framework based on the notion of harm and the establishment of Just Intelligence Principles. As the professional practice of intelligence collection adapts to the changing environment of the twenty-first century, many academic experts and intelligence professionals have called for a coherent ethical framework that outlines exactly when, by what means and to what ends intelligence is justified. Recent controversies, including reports of abuse at Guantanamo Bay and Abu Ghraib, allegations of extraordinary rendition programmes and the ever-increasing pervasiveness of the ‘surveillance state’, have all raised concerns regarding the role of intelligence in society. As a result, there is increased debate regarding the question of whether or not intelligence collection can be carried out ethically. The Ethics of Intelligence tackles this question by creating an ethical framework specifically designed for intelligence that is capable of outlining under what circumstances, if any, different intelligence collection activities are ethically permissible. The book examines three of the main collection disciplines in the field of intelligence studies: imagery intelligence, signals intelligence and human intelligence. By applying the ethical framework established at the beginning of the book to these three important intelligence collection disciplines, it is possible to better understand the ethical framework while also demonstrating its real-life applicability. This book will be of much interest to students of intelligence studies, ethics, war and conflict studies, security studies and IR.
