The EU is a supranational organization, whose reach and influence extends well beyond its member states, especially to the many states that have signed various forms of association agreement with it. This book asks whether qualifying states who have eschewed EU membership experience negative effects on their legal and political self-governing abilities, or whether they manage their independence with few such effects. It explores the idea that the closer the affiliation a non-member state has with the EU, the more susceptible to hegemony the relationship appears to be. In addition, the book provides an overview of the total range of agreements the EU has with non-member states. This text will be of key interest to scholars and students of in EU/European studies, Scandinavian studies, European and comparative politics, international relations, and democratization studies.

This important book provides the first systematic assessment of the so-called Norway Model, suggested as an off-the-shelf option for the UK to ‘square the circle’ after Brexit. Two preeminent Norwegian scholars of politics and law offer a comprehensive first-hand account of Norway’s relationship with the EU and how this affects the country’s legal and political system, setting out what Britain can learn from Norway’s experience and how transferable these lessons are. Their analysis also explores what impact the UK’s presence is likely to have on existing members of the European Economic Area (EEA) discussing both the opportunities and the challenges. The book will be a valuable resource for anyone interested in the future of the UK’s relationship with Europe.

The European Neighbourhood Policy (ENP) has evolved into one of the European Union's major foreign policy instruments and received considerable attention. However, other EU neighbourhood policies, and their relevance for the ENP, also require examination. The Arab uprisings, civil wars in Libya and Syria, the continuing Israeli-Palestinian conflict, the crisis in Ukraine and Russia's annexation of the Crimean peninsula have all brought the institutional design and tools of the ENP into question and a comparative perspective is crucial to understand EU neighbourhood policies in a wider sense. This timely book puts the ENP into context by exploring the major challenges and key lessons of the EU's other policy frameworks with neighbouring countries. Mapping the EU's bi-lateral and multilateral neighbourhood relations in comparison to the ENP and investigating the major challenges faced, it provides a comprehensive, up-to-date view of the EU's relations with its neighbours. Focusing on current affairs and future challenges, the comparison with the ENP and the lessons to be drawn, generate novel insights into the EU's closest external relations. This book will be of key interest to students and scholars studying European Politics, policies and comparative politics.

The adoption of the Joint Africa-EU Strategy (JAES) in 2007 was a watershed moment in Africa-EU relations, one that sought to 'reinvent' a historical relationship to meet the challenges posed by complex interdependencies, expanding globalization, and growing competition, all framed by the gradual dislocation of the West as the epicenter of world politics. Five years into its implementation, this book offers a thorough and first comprehensive investigation of the JAES, the most advanced form of interregionalism seen to date.

There exists an extensive literature on the history of the Saint Simonian movement as well as on various phases of Saint-Simo nian economic, literary, aesthetic, feminist, and pacifist thought and activity. However, until the first edition of the present work, no larger study had undertaken an examination of the important topic of the political thought of the Saint-Simonians. This book attempts a systematic analysis of the political ideas of the Saint Simonians in the crucial years between 1828 and 1832 during which the Saint-Simonians, briefly organized as a well structured movement, formulated the diverse ideas of their master into a systematic doctrine. These were also the years of the greatest influence of the Saint-Simonians on the European public. After 1832 the Saint-Simonian movement dissolved into an informal fellowship of likeminded individuals and the tightly knit Saint Simonian doctrine into a set of loosely related ideas. This study uses as its main sources the rich collection of lectures, sermons, pamphlets, and newspapers published by the Saint-Simonians between 1828 and 1832. Except for minor corrections and an expanded bibliography, the present second edition is identical with the first. I have purposely eliminated the phrase, "A Chapter in the Intellectual History of Totalitarianism," from the subtitle.

English summary: The preliminary reference procedure of the Court of the European Free Trade Association (EFTA) represents an interesting and unique attempt to copy the preliminary ruling procedure of the ECJ without at the same time having to take over the supranational elements of the Community legal order. Patterned after the European Union procedure, it is designed as interlocutory proceedings within a pending legal action before the national court which is doing the submission. This results inevitably in a close interaction between national procedural law and European law. Against this backdrop, Halvard Haukeland Fredriksen investigates and compares the integration of the two preliminary reference procedures into the civil procedural law of Norway and Germany.

The Baltic States are unique in being the only member-states of the EU to have fought to regain their sovereignty from the Soviet Union, only then to cede it to Brussels in certain key areas. Similarly, no member-states have had to struggle as hard as Estonia, Latvia and Lithuania to preserve their identity after fifty years of Soviet nationality policy in the face of sub-state and supra-state challenges. The post-communist experience of the Baltic States thus allows us to examine debates about identity as a source of political power; the conditioning and constraining influence of identity discourses on social, political and economic change; and the orientation and outcome of their external relations. In particular, the book examines the impact of Russian and Soviet control of Estonia, Latvia and Lithuania; the Baltic independence movements of the late 1980s/early 1990s; the citizenship debates; relations with Russia vis-à-vis the withdrawal of the troops of the former Soviet Army; drawing of the shared boundary and the rights of Russian-speaking minorities as well as the efforts undertaken by the three Baltic States to rebuild themselves, modernise their economies, cope with the ensuing social changes and facilitate their accession to the EU and NATO.

This book contributes to the debate about the impact of European Community Law on the national constitutional orders and cultures of the respective Member States. The author examines the doctrine of sovereignty as a mechanism within which this impact may be best assessed and in particular how it underwrites the tension between European Union rights and the rights provided by the respective legal orders of the Member States. In particular the book focuses on political, social and civil rights, drawing from T.H. Marshall's typology. In endorsing an appropriate analytical framework, the book challenges both existing law and secondary literature in order to argue that the terminology, the concepts and the tools which are used to assess the impact of the EC law on the national constitutional orders are to be selected with great care. This is particularly apposite given the complexity of constitutional diversity, in terms of national constitutions and their reception of EC law. It is also important because of the variety of approaches involved in the constitutional adjustment of the acquis of the Union within the context of the increasing drive to constitutionalisation of the Union on the one hand and enlargement on the other.
