Public service media (PSM) have been the mainstay of Western European broadcasting for a number of decades. Yet despite a general political consensus in favour of PSM, recent technological, economic and political changes have led to a questioning of their value. This new collection of essays explores the history of PSM in selected European countries, from their early establishment as the main media in many countries to charting their transformation and evolution in recent years. The contributions consider the political, economic and market-integration issues that impact PSM, while also highlighting the importance of the ideology that originally accompanied PSM in its initial years, to see how relevant they are in the contemporary world. The book consists of two complementary parts: Part I: Theoretical Aspects and Global Influences on Public Service Media in Europe Part II: A Comparative Analysis of Public Service Media across Europe With contributions from leading experts, the first part offers a thorough examination of the current concepts and conditions that influence PSM in Europe. The second offers a comparative study of PSM in several European countries including France, Germany, Italy, Poland, Spain and Sweden. Offering the most comprehensive study of the field to date, Public Service Media in Europe will be useful for students and researchers in public media, political communication, international and comparative media.

The book addresses a critical analysis of major media policies in the European Union and the Council of Europe at the period of profound changes affecting both media environments and use, as well as the logic of media policy making and reconfiguration of traditional regulatory models. The analytical problem-related approach explores three problem areas: freedom of expression as a regulatory rationale, AVMS Directive and content-related regulation, and media pluralism and structural regulation. This volume offers a perspective of both "new" and "old" EU Member States on a media policy process seen as an integral part of a European communication space formation and exercise of communication rights. Unpacking the Policy Cycle - Critical Issues in Comparative Media Regulation and Governance in Europe represents the continuation and further development of a long tradition of media policy books, focusing on the development of media structures and media policy within Europe. It provides a comprehensive overview of the current European media in a period of more or less disruptive transformation. It maps the full scope of contemporary media policy and industry activities while also assessing the impact of new technologies and radical changes in distribution and consumption on media practices, organisations and strategies. Dealing with a good selection of critical issues in comparative media policy, regulation and governance, the book combines a critical assessment of media systems with a thematic approach. It starts out with the state of affairs at the level of media platforms, approaching these from a functional perspective, i.e. opinion and debate, news provision and entertainment. The book is both an academic book and a text book, as well as a source providing good practices for steering media policy, international communication and the media landscape across Europe.

Digital Broadcasting presents an introduction to how the classic notion of 'broadcasting' has evolved and is being reinterpreted in an age of digitization and convergence. The book argues that 'digital broadcasting' is not a contradiction in terms, but-on the contrary-both terms presuppose and need each other. Drawing upon an interdisciplinary and international field of research and theory, it looks at current developments in television and radio broadcasting on the level of regulation and policy, industries and economics, production and content, and audience and consumption practices.

The "rags to riches" story of Karol Jakubowicz's involvement in the work of the Council of Europe took him from the role of an awestruck newcomer from Poland in 1990 to that of the Chairman of the Steering Committee on the Media and New Communication Services (2005-06). Along the way, he was elected, delegated by the Steering Committee, and invited by the Council of Europe Secretariat to serve in a number of other capacities. In all of them, he contributed a wide variety of papers, reports and studies to assist the steering committee and other bodies in collecting information and formulating ideas in the general field of freedom of expression, creation of free and democratic media systems (including the issue of public service media), regulation of transfrontier television, the adjustment of Council of Europe human rights standards to the conditions of the information society, and the development of broadcasting legislation in Council of Europe member states. The present collection of these papers and reports is published in the conviction that they retain their value and relevance. It provides the additional benefit of offering a glimpse of the work preceding the formulation of Committee of Ministers recommendations and declarations, as well as resolutions of the Council of Europe Parliamentary Assembly.
