Since their classic volume The Breakdown of Democratic Regimes was published in 1978, Juan J. Linz and Alfred Stepan have increasingly focused on the questions of how, in the modern world, nondemocratic regimes can be eroded and democratic regimes crafted. In Problems of Democratic Transition and Consolidation, they break new ground in numerous areas. They reconceptualize the major types of modern nondemocratic regimes and point out for each type the available paths to democratic transition and the tasks of democratic consolidation. They argue that, although "nation-state" and "democracy" often have conflicting logics, multiple and complementary political identities are feasible under a common roof of state-guaranteed rights. They also illustrate how, without an effective state, there can be neither effective citizenship nor successful privatization. Further, they provide criteria and evidence for politicians and scholars alike to distinguish between democratic consolidation and pseudo-democratization, and they present conceptually driven survey data for the fourteen countries studied. Problems of Democratic Transition and Consolidation contains the first systematic comparative analysis of the process of democratic consolidation in southern Europe and the southern cone of South America, and it is the first book to ground post-Communist Europe within the literature of comparative politics and democratic theory. "This is an important volume by two major scholars on a central topic -- one of broad interest to people in comparative politics, to those interested in democracy, and to regional specialists on Southern Latin America and on Central and Eastern Europe. The book will unquestionably be a major contribution to the literature on constructing democratic governance." -- Abraham F. Lowenthal, University of Southern California

Political wisdom holds that the political boundaries of a state necessarily coincide with a nation's perceived cultural boundaries. This title provides the framework for the state-nation, a paradigm that addresses the need within democratic nations to accommodate distinct groups within a country while maintaining national political coherence.

Since 1974 there has been an unprecedented wave of democratization in the world. This trend has been particularly extensive in South America. But the problems confronting these new democracies are staggering, and the prospects for building consolidated democratic regimes are far from uniformly good. Focusing primarily on recent South American cases, Issues in Democratic Consolidation examines some of the difficulties of constructing consolidated democracies and provides a critical examination of the major issues involved. A prominent theme running through this collection is that the transitions from authoritative rule to civilian government may be arrested by political, economic, and social constraints. The articles contain analyses of the varied modalities and complex processes related to the transitions. The first transition begins with the initial stirrings of crisis under authoritarian rule that generate some form of political opening and greater respect for basic civil rights, and ends with the establishment of a government elected in an open, competitive contest. The volumes primary focus, however, is on the second transition, which begins with the inauguration of a democratic government and ends - if all goes well - with the establishment of a consolidated democratic regime.

While Turkey has made major strides in democratic reforms in the late 1990s and early 2000s, progress has, in many ways, stalled. Turkey remains "democratic" in the sense that attaining political power depends upon winning votes, but in recent years its leadership has taken a majoritarian view of democracy and the country has faced problems on issues such as rule of law, freedom of speech, and increased polarization. This book explores the understanding and practice of democracy in Turkey since the early 2000s, analyzing its evolution in light of the parliamentary elections held in 2015. Adopting a more holistic approach in line with the writing of Wolfgang Merkel, it recognizes that a successful, consolidated democracy has various micro and macro-level foundations. The former includes factors such as political values, tolerance, identity, and civil society, while the latter includes political economy, party competition, and institutional development. This volume rejects purely descriptive assessments and instead employs theoretical perspectives to analyze a dynamic political environment. It brings together a range of noted specialists on Turkish politics and society, who employ different methodological approaches and frameworks to offer a distinct scholarly work on democratization in Turkey. A thorough analysis of the problems of democratic consolidation, alongside an awareness of the theoretical and methodological debates in the discipline, make this book essential reading for students, scholars and policymakers interested in Turkish politics, as well as democratization and democratic transitions more generally.
