'This is a memoir of a year I spent off the beaten track in China. From the Pacific coast to the dusty heart of Central Asia, I travelled 10,000 miles through virtually every region of that vast country. My backpacking adventures were much more than just a young man’s solitary wanderings. I taught myself Mandarin so that I could communicate with anyone and everyone I came across. A hallmark of my travels was that I sought out the lower rungs of society. You can learn a lot about a state by how it treats the people at the bottom. Away from the white heat of China’s industrial boom, in areas that few foreigners ever visit, I spoke with people who were gaining little and losing much because of China’s growth. However, in this book I do not simply offer a clichéd account of how China’s authoritarian government is oppressing its people. My encounters were often surprising and I have tried to present all of them faithfully in my narrative. For example, the priceless experience of being lectured about the Chinese Space Program by a boastful Tibetan shepherd- a man I had imagined would be fiercely opposed to Chinese rule- is one of many thought-provoking anecdotes I share with the reader. Nr. 3 (Sept. 1998), S. 21-24., Abstract: Ein grundlegender politischer Leitgedanke Chinas war stets die Schaffung und Bewahrung des Einheitsstaates, und zwar bei den meisten der diversen Reichsbildungen auf dem Boden des Reichs der Mitte, gleich ob sie nach- oder nebeneinander existierten. Dies bildet eine wesentliche Grundlage fur den chinesischen Anspruch, dass Tibet ein Teil Chinas sei. Der Blick dabei ist ruckwartsgewandt, der Anspruch fusst in der Geschichte. Das selbe trifft fur den (exil-) tibetischen Anspruch auf Unabhangigkeit zu, der eben diese Geschichte als Zeugin fur die Selbstandigkeit aufruft. Die Diskussion daruber, ob, wann und wie Tibet zu China gehort habe oder nicht, verschliesst dagegen die Augen vor unserem heutigen Anspruch, dass die Zugehorigkeit zu Staaten nicht mehr (allein) auf Geschichtsbetrachtungen basieren sollte. Dennoch bleibt zu sagen, dass vielen Streitpunkten zwischen dem Westen und Osten vollig unterschiedliche Staatsauffassungen zugrunde liegen, die sich im Wesentlichen am Unterschied zwischen National- und Nationalitatenstaat festmachen lassen. Over sixty years of violence and dialogue have brought China and the Tibetans no closer to a resolution of their conflict. Tsering Topgyal argues that it is China's sense of insecurity, its perception of itself as a socio-politically weak state, which has disproportionately influenced its policies towards the religion, language, education and economy of Tibet. Beijing has also denied the existence of a 'Tibet Issue' and rejected several Tibetan proposals for autonomy, fearful that they might undermine its state-building project in Tibet. Conversely, Tibetan insecurity about threats to their identity, generated by Chinese policies, Han migration and cultural influences in Tibet, explains both the Dalai Lama's unpopular decision to abandon his aspiration for Tibetan independence and his demands for autonomy and unification of all Tibetans under one administration. Identity insecurity also drives the multi-faceted Tibetan resistance both inside Tibet and in the diaspora. Thus, while Beijing and the Tibetans seek to harden their positions in order to counter their respective insecurities, real or imagined, the outcome is, paradoxically, greater insecurity on both sides, plunging them into unremitting cycles of state-hardening on the part of China and fortifying resistance on the Tibetan side.
