Why Europe Intervenes in Africa analyses the underlying causes of all European decisions for and against military interventions in conflicts in African states since the late 1980s. It focuses on the main European actors who have deployed troops in Africa: France, the United Kingdom and the European Union. When conflict occurs in Africa, the response of European actors is generally inaction. This can be explained in several ways: the absence of strategic and economic interests, the unwillingness of European leaders to become involved in conflicts in former colonies of other European states, and sometimes the Eurocentric assumption that conflict in Africa is a normal event which does not require intervention. When European actors do decide to intervene, it is primarily for motives of security and prestige, and not primarily for economic or humanitarian reasons. The weight of past relations with Africa can also be a driver for European military intervention, but the impact of that past is changing. This book offers a theory of European intervention based mainly on realist and post-colonial approaches. It refutes the assumptions of liberals and constructivists who posit that states and organisations intervene primarily in order to respect the principle of the 'responsibility to protect'.

Towards an African Peace and Security Regime: Continental embeddedness, transnational linkages, strategic relevance provides an informed and critical reflection on the adequacy of the emerging African Peace and Security Architecture (APSA) to the medium- and long-term challenges and opportunities of conflict prevention, management and resolution in Africa. Complementary to the editors’ Africa’s New Peace and Security Architecture: Implementing norms, institutionalising solutions (Ashgate 2010), this volume revolves around three main areas of focus: the continental ’embeddedness’ of norms, values and processes required for the gradual coming into shape of the African peace and security regime; its transnational linkages as well as the wider collective security environment; and the empirical analysis of the connections between the continental level and the regional economic communities with case-studies on ECOWAS, SADC and COMESA.

Energy security has become a top priority issue for the United States and countries around the globe, but what does the term "energy security" really mean? For many it is assuring the safe supply and transport of energy as a matter of national security. For others it is developing and moving toward sustainable and low-carbon energy sources to avoid environmental catastrophe, while still others prioritize affordability and abundance of supply. The demand for energy has ramifications in every part of the globe—from growing demand in Asia, to the pursuit of reserves in Latin America and Africa, to the increased clout of energy-producing states such as Russia and Iran. Yet the fact remains that the vast majority of global energy production still comes from fossil fuels, and it will take a thorough understanding of the interrelationships of complex challenges—finite supply, environmental concerns, political and religious conflict, and economic volatility—to develop policies that will lead to true energy security. In E nergy Security, Brookings scholars present a realistic, cross-disciplinary look at the American and global quests for energy security within the context of these geopolitical, economic, and environmental challenges. For example, political analysts Pietro Nivola and Erin Carter wrap their arms around just what is means to be "energy independent" and whether that is an advisable or even feasible goal. Suzanne Maloney addresses "Energy Security in the Persian Gulf: Opportunities and Challenges," while economist Jason Bordoff and energy analyst Bryan Mignone trace the links between climate policies and energy-access policies. Carlos Pascual and his colleagues examine delicate geopolitical issues. Assuring long-term energy security remains one of the industrialized world's most pressing priorities, but steps in that direction have been controversial and often dangerous, and results thus far have been tenuous. In this insightful volume, Brookings assesses exactly what we're talking about, what it means in several contexts, and where we go from here.
